Across Africa, some countries are steadily building stronger institutions where laws are respected and justice works more efficiently.
The 2025 World Justice Project Rule of Law Index ranks Rwanda as the continent’s leader among 38 countries surveyed, placing it 39th globally with a score of 0.63. Namibia, Mauritius, and Botswana follow in the global top 50, while Nigeria ranks significantly lower at 120th, with a score of 0.41.
The Rule of Law Index assesses how effectively countries uphold justice, accountability, and good governance across various areas, including corruption, fundamental rights, security, and the fairness of civil and criminal justice systems.
