Ten states plan to spend less than ₦500 billion in 2025, the smallest among the 36 states. Ebonyi, Ekiti, Gombe, Nasarawa, Osun, Taraba, and Yobe are among Nigeria's smallest states by population:
Yobe, the state with Nigeria's smallest 2025 budget, has a ₦320 billion budget, ten times smaller than Lagos' budget, the country's largest subnational budget of ₦3.37 trillion.
While all states have higher 2025 budgets compared to 2024, the increases vary, even among the states with the smallest budgets. While Taraba and Yobe opted for 37.6% and 47.9% increases — the smallest in the group — Adamawa, Ebonyi, and Ekiti increased theirs by 115%, 120%, and 135.5%, respectively, representing the highest increases in the country.
