Ten states plan to spend less than 500 billion in 2025, the smallest among the 36 states. Ebonyi, Ekiti, Gombe, Nasarawa, Osun, Taraba, and Yobe are among Nigeria's smallest states by population:

Yobe, the state with Nigeria's smallest 2025 budget, has a 320 billion budget, ten times smaller than Lagos' budget, the country's largest subnational budget of 3.37 trillion.

While all states have higher 2025 budgets compared to 2024, the increases vary, even among the states with the smallest budgets. While Taraba and Yobe opted for 37.6% and 47.9% increases — the smallest in the group — Adamawa, Ebonyi, and Ekiti increased theirs by 115%, 120%, and 135.5%, respectively, representing the highest increases in the country.
