Nigeria’s 2025 tourism budget shows a clear concentration of funding, with the National Institute for Hospitality and Tourism (NIHOTOUR) receiving the majority share.
Out of the total ₦10.5 billion allocated to MDAs under the Ministry of Tourism, ₦8 billion — 75.5% of the entire budget — goes directly to NIHOTOUR.
This allocation is more than three times what the Nigerian Tourism Development Corporation received.
The Nigerian Tourism Development Corporation, responsible for promoting and coordinating tourism activities nationwide, received ₦2.6 billion, accounting for 24.5% of the Ministry’s total allocation.
This distribution signals a stronger focus on training, skills development, standards, and capacity building through NIHOTOUR, rather than direct tourism promotion activities.
